RCW 86.09.196Construction in parts or units—Liability for assessment.The district shall have authority upon the adoption of a comprehensive plan of flood control with the approval of the state director to provide for the construction of the same partially and in parts or units and all the benefited lands in the district shall be liable for assessment to defray the costs of such partial construction or such parts or units until the entire plan has been completed and fully paid for.[ 1937 c 72 s 66; RRS s 9663E-66.
