RCW 90.54.150Water supply projects—Cooperation with other agencies—Scope of participation.When feasible, the department of ecology shall cooperate with the United States and other public entities, including Indian tribes, in the planning, development, and operation of comprehensive water supply projects designed primarily to resolve controversies and conflicts over water use by increasing water quantity and improving water quality within a stream or river system, or other bodies of water, as well as to enhance opportunities for both instream and diversionary water uses within the system, and, in relation thereto, the department may:(1) Participate with the federal government and other public entities in the planning, development, operation, and management of various phases of water projects hereafter authorized by congress;(2) Provide rights to the use of public waters under the state's surface and ground water codes for these projects when the waters are available for allocation; and(3) Provide financial assistance through grants and loans for projects when moneys are made available to the department for this assistance by other provisions of this code.[ 1979 ex.s.
