(a) The commissioner is hereby authorized and empowered to establish and operate a plant in his or her institution for the manufacture of road signs and markers of any description for state roads and of license plates.(b) The Commissioner of Motor Vehicles shall secure all license plates from the division: Provided, That the Commissioner of Motor Vehicles may secure license plates from alternative sources if the division is unable to provide a six-month supply of license plates due to a shortage of resources, labor, or other circumstance beyond the control of the division.(c) The Commissioner of Highways may obtain road signs and markers of any description for state roads from the division.
