(a) Promulgation. — In order to facilitate the prompt implementation of this act, the bureau may promulgate emergency rules that shall expire not later than two years following the publication of the emergency rule. (b) Expiration. — The bureaus authority to adopt emergency rules under subsection (a) of this section shall expire July 1, 2021. Rules adopted after this period shall be promulgated as provided by law.(c) Publication. — The bureau shall begin publishing emergency rules in the State Register no later than six months after the effective date of this section.
