(a) The legislative rule filed in the state register on the August 25, 2003, relating to the Higher Education Policy Commission (higher education adult part-time student grant program -- HEAPS -- rule), is authorized.(b) The legislative rule filed in the state register on the October 22, 2003, relating to the Higher Education Policy Commission (purchasing efficiencies rule), is authorized.
