By January 1, 2010, the Commissioner shall submit a report to the Legislature. The report shall contain the following:(1) An analysis of the impact of legislation enacted during the 2005 legislative session upon rates and insurance availability in the state; and(2) Statistics reflecting the rate history of insurers conducting business in West Virginia from July 1, 2005, until July 1, 2009.
