15-6-104. Powers incidental to streets. (a) The governing body of any city or town may: (i) Design, establish, vacate, widen, extend and open streets or parts thereof; (ii) Appropriate private property for the purpose; (iii) Establish or alter the grade of any street, within the corporate limits; and (iv) Determine and provide everything necessary and convenient to the exercise of this authority.
