26-2-111. Orders and notices of commissioner; contents; delivery. (a) Orders and notices of the commissioner are effective only when in writing signed by him or by his authority. (b) Except as otherwise expressly provided by law as to particular orders, any order of the commissioner shall concisely state: (i) Its effective date; (ii) Its intent or purpose; (iii) The grounds on which based; (iv) The provisions of this code pursuant to which action is so taken or proposed to be taken, but failure to designate a particular provision does not deprive the commissioner of the right to rely on that provision. (c) Except as may be provided as to particular procedures, an order or notice may be given by delivery to the person to be ordered or notified or by mailing it, postage prepaid, addressed to him at his principal place of business or residence as last of record in the department. The order or notice is deemed to have been given when so mailed.
