31-13-102. Powers and duties of department; responsibility of the county. (a) The department shall administer the provisions of this act. (b) The department may adopt rules and regulations as necessary to carry out the provisions of this act. (c) The removal, preservation, custody, storage and sale of abandoned vehicles impounded by a police officer are the responsibility of the county in which the vehicle is impounded.
