31-5-110. Limitations upon powers of local authorities; exceptions as to municipal authorities. (a) Except as otherwise provided, local authorities shall not require any person to pay any fee or license for the use or exclude any person from the free use of the public highways or in any other way regulate the operation of motor vehicles or their speed upon or use of the public highways. Local authorities may, within their legal corporate limits: (i) Regulate the operation of vehicles offered for hire, or forming a part of processions, assemblages or parades on public highways or public grounds; (ii) Close for a reasonable time a specified highway for speed contests or races, with proper safety restrictions and regulations; (iii) Exclude motor vehicles from any cemetery or burial ground; and (iv) Exclude motor vehicles used solely for commercial purposes from any park or part of a park system.
