9-1-208. Prior approval of governor required. (a) No state department, board, commission or agency whose director, board or commission members are appointed by the governor shall, without prior approval of the governor: (i) Apply for federal funds or private endowment funds; (ii) Contract with the federal government or any private association; (iii) Effectuate and put into force any plan.
